SUB: CODE OF CONDUCT FOR SUBORDINATE JUDICIAL
OFFICERS.

Hon'ble the Full Court of Rajasthan High
Court has RESOLVED that if the visiting Hon'ble Chief Justice/Judge of the High
Court wants to hold a meeting or address the Judicial Officers, or wants to call
a Judicial Officer for official purposes it will be done either before or after
court hours.
Hon'ble Full Court has also RESOLVED to provide code of conduct to further regulate conduct of Subordinate Judicial Officers. Therefore, in pursuance thereof, it is enjoined upon all the Judicial Officers to strictly follow the following directions:-
No Judicial Officer shall receive, see-off or visit the visiting Chief Justice/Judges during court hours.
A Senior Non-Judicial Administrative Officer will receive and see-off the visiting Chief Justice/Judges during official visits and provide protocol services to them as per norms.
No Judicial Officer will visit the visiting Chief Justice/Judge unless called for official purposes.
No arrangement for any private visit of the Chief Justice/Judges shall be made by any Judicial Officer.
If, arrangements in connection with an official visit of Chief Justice/Judges is required to be made by the District Judge or the Chief Judicial Magistrate, all the bill shall be raised in the name of and the payment shall be made directly by the High Court, to the extent permitted under the Rules. Personal funds will not be used by any Judicial Officer for this purpose.
No Judicial Officer shall arrange any private trip including any excursion trip or visit to a religious place for the visiting Chief Justice/Judges.
No Judicial Officer will arrange hotel, food or transport for the visiting Chief Justice/Judge, their staff members and security personnel.
No Judicial Officer or Court Servant will offer or provide any gift or hospitality to the Chief Justice/Judges.
No function will be organized by Judicial Officer(s) during the visit of the Chief Justice/Judges except official functions organized on written directions and at the cost of the Government.
Any violation of the above instructions will be considered as gross misconduct rendering the concerned Judicial Officer to strict disciplinary action.

Hon'ble Inspecting Judges of the area would advise the Hon'ble Chief Justice in the matter of assessment of efficiency and integrity of Judicial Officer.
It is desirable that the Hon'ble Judges should notify their tour programme well in advance to Hon'ble the Chief Justice and at least two weeks ahead. They are further requested to bring their tour programme to the notice of the Hon'ble chief Justice before they proceed on tour.
Before planning their tours, the Hon'ble Judges are requested to adjust the same in such a manner that as far as possible the Court work may not suffer.

They would report to the concerned District and Sessions Judge. No joining time will be permissible but actual journey period will be allowed to them and the reporting time shall not be later than 10:15 a.m. On 11.07.2008. The placement with the Court will be determined by the concerned District and Sessions Judge who will ensure that as far as possible not more than one trainee should be attached with one Presiding Officer of Court. The District and Sessions Judge shall intimate the arrangement made by them in this regard. The training would be imparted as per training module to be supplied later on.
The District and Sessions Judge concerned is authorised to draw and disburse the salary to the trainee officer(s) placed in his judgeship from the month of July, 2008 to be paid on 1st August, 2008.
